Constructed of crush-resistant tubing with flotation collar, neoprene viewing mask and handle.

Question: What is the see through submerged disc made out of?

Answer: The body of the viewer is made of PVC pipe. The foam around the top and bottom is neoprene or something like that. The "lens" is clear acrylic with a gasket to keep the water from entering the chamber. Has a handle too which definitely helps. Very sturdy.
